With how outcasted the unhumans seem to be I would doubt they would change building codes. It might have been mentioned before but I'm going to take a stab in the dark that nobody really knows that this place is full of unhumans. Though there were children running around in the street sort of so it may just be a "dilapidated" section of the city they're in where the unhumans have gathered sort of like the burrows in NYC or the like.
